Our Story

PSP was founded by Garfield A. Neal, a son of immigrant parents who earned a scholarship from Lawrence High School to attend UMass Lowell. After 24 years in law enforcement and decades of mentoring student-athletes, he created PSP to formalize his commitment to opening doors for others. What began as one person's dedication to paying it forward has grown into a team of leaders united by the belief that together, we can create lasting change.

Garfield A. Neal

Garfield A. Neal

Founder & President

Garfield is the son of immigrant parents who came to the United States in search of a better life for their children and future generations. Their determination and sacrifice laid the foundation for his lifelong commitment to service and opportunity. He earned a scholarship from Lawrence High School, which helped him attend the University of Massachusetts Lowell, where he received a Bachelor's degree in Business Administration. After relocating to Florida, a series of chance encounters led to another opportunity—a scholarship to attend the police academy. Garfield went on to serve his community for 24 years in law enforcement, rising through the ranks and ultimately retiring as an executive within his local police department. This enduring commitment to creating access and opportunity led to the founding of People Supporting People Inc.

Garfield A. Neal II leverages his expertise in business management and marketing to support executive decision-making and cybersecurity strategy. A graduate of Pasco High School and Pasco Hernando State College, he supports financial and operational strategy to help advance People Supporting People's mission of creating better opportunities for the community he serves.

Seth A. Timlake brings experience in real estate, financial services, and business development to his role. A graduate of Pasco High School and Saint Leo University, he supports financial and operational strategy to help advance People Supporting People's mission of creating better opportunities for children and families.

Thomas W. McCasland

Thomas W. McCasland

Secretary

Thomas is a lifelong Tampa area resident and a graduate of Hillsborough High School and Hillsborough Community College. A natural servant leader, he dedicated more than twenty-four years to law enforcement, serving his community. Through People Supporting People, he continues to elevate that commitment by advancing his passion for service.
